Louise McKinlay (she/her) is Senior Executive Director of the System Improvement Group in Commissioning and System Improvement division of the Victorian Department of Health.  

People are at the heart of everything Louise does. As a values-driven, strategic and compassionate executive leader, she has a reputation for driving quality and safety across large and complex health systems and health services. Louise has a track record of creating vision and driving strategic results by building and nurturing high performing teams and productive professional and personal relationships.

The System Improvement Group leads the development of responsive and operational policy, program guidelines and improvement strategies to drive improved service delivery across various care settings. This includes health services and funded programs spanning community health, dental health, aged care, and end of life care services. The group also has carriage of Victoria’s health workforce strategy and wellbeing portfolio.

Louise is a registered nurse with twenty-five years of experience working across the health sector in both the UK and Australia.
